The city of Biddeford will pay its incoming interim city manager a rate of $115 per hour and will not require him to live within the city limits.

Cornell Knight – a veteran municipal manager – is expected to be confirmed by the city council Tuesday to take over the reins from outgoing City Manager Truc Dever.

After only nine months on the job, Dever abruptly announced her resignation on April 29. Dever asked the council to lift a requirement from her contract that would have required her to stay on board until October.

According to Mayor Liam LaFountain, Knight — if confirmed by the council — is expected to begin his new position immediately.
According to a memo presented to the council, Knight’s employment status will be considered as a “part-time employee.” He will be expected to work roughly 30 hours per week and will perform all the essential duties expected of the city manager.
Knight, a resident of Bar Harbor, will also be reimbursed for overnight accommodations and for mileage reimbursement of his personal vehicle to conduct city business. He will also be paid a “half rate” of $115 per hour for his commuting time, according to the memo.
The city council will also be asked Tuesday to approve the selection of a national recruitment firm in order to find a full-time, permanent city manager. Knight’s employment will end once the city appoints a permanent manager.
In a written statement to the Gazette on Monday, Dever thanked the mayor, city council, staff the and greater Biddeford community for the opportunity to serve as the city’s manager.
“I remain deeply grateful for the experience and connections I’ve made, and I sincerely wish the best for the city as it continues to grow and thrive,” Dever said.
