LETTER | Biddeford ICE shooting underscores need to change how investigations are handled

Immigration and Customs Enforcement (ICE) agents have taken over full authority to investigate the recent deadly shooting of a Biddeford resident while in his moving car by their own agents.

To be blunt, ICE street agents are not trained or capable of investigating this serious crime as shown by their track record. The sloppy, brief so-called investigation by ICE agents is a disgrace.

The family of John Sebastian Duran Guerrero and this country deserve to know the facts and address the accountability factor of the ICE agents’ involvement.

[Under Maine law, investigations of law enforcement shootings and homicides are coordinated and led by the Maine Attorney General’s officer and the Major Crimes Unit of the Maine State Police, not by local police departments].

The Biddeford Police Department and Maine State Police are well trained to investigate homicide cases. Any federal investigation should include these agencies for the assurance of a non-biased investigation.

The Biddeford police officers have displayed true professionalism by remaining silent. On such serious crimes, it is established protocol that the chief of police and or the elected officials are the voices of their communities they serve.

The citizens of Biddeford pleas for accountability are echoed across the country. They are not alone.
