The Biddeford City Council has scrapped its planned agenda and changed the location for its regular July 21 meeting in order to accommodate what is expected to be a large gathering of residents and others who want to address the council about last week’s fatal shooting of Johan Sebastian Guerrero.
This will be the city’s first official meeting since the July 13 incident that involved officers from the U.S. Immigration & Customs Enforcement Agency (ICE).
The meeting will begin at 6 p.m. and will be held in the Little Theater auditorium at Biddeford High School on Maplewood Avenue.
Following a planned moment of silence, Mayor Liam LaFountain will read a proclamation that addresses the shooting and its impact on the larger community.

Community members will then have the opportunity to express their feelings and concerns about the incident before the council and mayor.
Each member of the public will have three minutes to offer their remarks. City staffers will assist in time management and clocks will be visible to help monitor comment duration and provide ample opportunity for many speakers.
Following public comments, members of the Biddeford City Council will have an opportunity to offer their own statements before LaFountain offers his own closing statement.
No other business will be conducted during the special meeting.
The meeting will be streamed live on YouTube, but will not be shown live via the city’s regular video broadcast on public access television and via Microsoft Teams technology.
According to Communications Director Danica Lamontagne, residents and others unable to physically attend Tuesday’s special council meeting will be able to stream the meeting live on the Biddeford School Committee’s YouTube channel | https://www.youtube.com/watch?v=ULT_8Dm8LKY
