Democrat members of Congress will hear testimony Tuesday about several fatal shootings by agents of the Immigration, Customs and Enforcement Agency (ICE) including the July 13 shooting of Johan Sebastián Durán Guerrero in Biddeford

Rep. Chellie Pingree (D-Maine) will join U.S. Senator Richard Blumenthal (D-Conn.), ranking member of the Senate Permanent Subcommittee on Investigations, and U.S. Rep. Robert Garcia (D-Calif.), ranking member of the House Committee on Oversight and Government Reform, for a bicameral public forum to receive testimony on the killings of several individuals, including Johan Sebastián Durán Guerrero of Biddeford.
Witnesses will offer testimony about the fatal shootings of five people by federal immigration agents over the last two years.
Among the witnesses will be Sean Murphy, who represents Guerrero’s family.
Guerrero was shot and killed by an ICE agent shortly after leaving for work shortly after 7 a.m., on July 13. Federal officials confirmed that he was not the target of any ICE removal operation and had no criminal history.
According to Pingree’s office, Guerrero did have a Social Security number and valid work authorization issued by the Trump Agency. administration.
Pingree says that no federal agency has yet confirmed that they are investigating.
Other witnesses scheduled to appear tomorrow include Rachel Reyes, the mother of Ruben Ray Martinez, was shot and killed in March 2025 by an ICE agent in South Padre Island, Texas.
Pingree says the Department of Homeland Security (DHS) refused to publicly acknowledge its involvement in Martinez’s death, which only came to light through a public records request.
Donna and Brent Ganger will also offer testimony regarding the Jan. 2026 shooting of Renée Nicole Macklin Good by an ICE agent in Minneapolis, Minnesota.
Stella Carlson, known as “the woman in the pink coat,” will also offer testimony based on her video recording that was filmed when Alex Pretti was fatally shot in Minnesota. Pingree says Carlson’s video confirmed that Department of Homeland Security’s account of the fatal shooting was false.
Ronaldo and Lorenzo Salgado will also testify about the fatal shooting of their father, Lorenzo Salgado Araujo, in Houston Texas in July 2026.
The Committee’s hearing is scheduled to begin at 3:30 p.m. on Tuesday, September 22. The hearing will be livestreamed on Blumenthal’s Facebook page.
